Rhode Island solar cancellation rights

7 BUSINESS days — R.I. Gen. Laws ch. 5-93 (Solar Energy Systems consumer protections, S2801 Sub A, signed 2024, eff. March 2025): solar retailers must register, conduct background checks, give a standard disclosure, and give written 'NOTICE OF RIGHT TO CANCEL OR RESCIND' allowing cancellation without penalty within 7 business days of signing; plus FTC Cooling-Off Rule, 16 CFR Part 429 (3 business days, ≥$25 home sales) as the federal floor.

The law

  • R.I. Gen. Laws ch. 5-93 (solar retailer registration, disclosure, 7-business-day rescission — enacted 2024, eff. March 2025)
  • R.I. Gen. Laws § 6-28-1 et seq. (home solicitation sales; 3 business days)
  • R.I. Gen. Laws § 6-13.1-1 et seq. (Deceptive Trade Practices Act)

Contract notes

Third-party PPAs appear permitted in RI (net metering accommodates third-party ownership; no restriction found). Note: RI general home-solicitation law (R.I. Gen. Laws § 6-28-1 et seq.) gives 3 business days, but the solar-specific 7-business-day right governs residential solar agreements and is the one to surface in the tool.

Enforcement watch: No Rhode Island AG solar-company enforcement action 2024-2026 found. AG Neronha publicly supported the 2024 solar protections law after rising consumer complaints about aggressive/misleading solar sales.

Not legal advice. This tool provides general information based on state statutes and the FTC Cooling-Off Rule as of October 2026. Laws change and every contract is different. For advice about your specific situation, talk to a consumer attorney or your state attorney general's office. We can't promise you can cancel — nobody can. What we do: tell you where the cancellation windows are, and what to do when they're closed.
